A central premise of a Resource Based Economy (RBE) is individual and community empowerment.  A RBE cannot and should not be enforced by Government decree.  If anything, RBE encouraged a small, decentralised government.  Global understanding and wisdom but regional and local action and implementation.

But national governments; if they are truly serving in the best interests of everyone, can play an important role in transitioning to a Resource Based Economy, in supporting and collaborating with communities.  Focusing on the most e efficient systems.
